Requires an applicant for a Firearm Owner's Identification Card (FOID Card) to take a course in the safe handling of firearms before a FOID Card may be issued to that applicant. Exempts from this requirement, a person who has, on the effective date of this amendatory Act of the 92nd General Assembly, a currently valid Firearm Owner's Identification Card that has not lapsed.
