Provides that the provisions exempting rail carrier employees from arrest for certain violations do not apply to certain employees who have managerial duties. Defines "minor alteration" for the purpose of the Illinois Commerce Commission's authority to order minor alterations. Within the Chicago switching district, grants the Commission the authority to make a determination that a railroad has engaged in chronic obstruction of a grade crossing. Provides that chronic obstruction of a grade crossing within the Chicago switching district is a Class C misdemeanor for the first offense and a Class B misdemeanor for a second or subsequent offense with a fine that is triple the amount of the first offense. Effective immediately.
