Synopsis of Bill as introduced:
        Amends  the  State  Employees  Group  Insurance  Act   of   1971.      
   Authorizes   part-time   community   college  employees  to  elect  to      
   participate  in  the  health  insurance  plan  for  community  college      
   annuitants.  Amends the State Mandates Act to  require  implementation      
   without reimbursement.  Effective immediately.                              
        HOUSE AMENDMENT NO. 1.  (House recedes June 2, 2002)

        Deletes everything.  Amends the Chicago Police, Fire,  Municipal,      
   and  Laborer Articles of the Illinois Pension Code.  Extends the group      
   health benefit for annuitants through June 30, 2003.  Amends the State      
   Mandates  Act  to  require   implementation   without   reimbursement.      
   Effective immediately.

        Recommends that the House recede from House Amendment No. 1.

        Deletes everything.  Amends the  Chicago  Municipal  and  Laborer      
   Articles  of  the  Illinois  Pension  Code.   Increases the retirement      
   formula to 2.4% of salary for each year of service, up to a maximum of      
   80%  of  salary.   Accelerates  the  automatic  annual   increase   in      
   retirement annuity for certain annuitants.  Provides that this version      
   controls  over  the  provisions  of  House  Bill 5168.  Amends the Law      
   Enforcement Officers, Civil Defense Workers, Civil Air Patrol Members,      
   Paramedics, Firemen, Chaplains, and State Employees  Compensation  Act      
   to  increase  the benefit payable for death in the line of duty.  Also      
   makes technical changes.  Amends the State  Mandates  Act  to  require      
   implementation without reimbursement.  Effective immediately.
