Synopsis of Bill as introduced:
        Amends the Hospital Licensing Act.  Makes a technical change in a      
   Section concerning the short title.                                         
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:                                                
          210 ILCS 85/1                                                        
          Adds reference to:                                                   
          210 ILCS 85/8                   from Ch. 111 1/2, par. 149           
        Deletes  everything  after  the  enacting  clause.   Amends   the      
   Hospital  Licensing  Act.   Provides  that  the  fees  for  review  of      
   architectural  plans  do not apply to construction projects related to      
   homeland security.  Provides that disproportionate share hospitals and      
   rural hospitals shall only pay  one-half  of  the  fees  required  for      
   review of architectural plans.  Effective immediately.                      
        SENATE AMENDMENT NO. 1.                                                
          Adds reference to:                                                   
          210 ILCS 85/8.5 new                                                  
        Further amends the Hospital Licensing  Act.  Provides  that  upon      
   application  by  a hospital, the Department of Public Health may grant      
   or renew the waiver of  the  hospital's  compliance  with  a  rule  or      
   standard and, in the event that the Department does not grant or renew      
   a waiver of a rule or standard concerning physical plant requirements,      
   the  hospital  may elect to seek dispute resolution and the Department      
   of Public Health is required to participate.                                
        SENATE AMENDMENT NO. 2.

        Amends the  Illinois  Building  Commission  Act.   Makes  changes      
   relating  to  the  suggested  resolution  of  a  conflict  between the      
   Department of Public Health and a  health  care  provider,  rules  for      
   administration  of  the  Act, and the fees to be paid by a health care      
   provider for dispute resolution.  Amends the Hospital Licensing Act to      
   make related changes.  Amends the Department of Public  Health  Powers      
   and  Duties  Law  of the Civil Administrative Code of Illinois.  Makes      
   changes relating to a  committee  to  advise  the  Department  and  to      
   conduct  informal  dispute  resolution  concerning  the application of      
   building  codes  for  new  and  existing  construction   and   related      
   Department  rules  and  standards  under  the  Hospital Licensing Act.      
   Further amends the Hospital Licensing Act to make changes relating  to      
   the Fire Safety Evaluation System, waivers of compliance with rules or      
   standards  for  construction  of physical plant, conducting surveys of      
   hospitals, and informal dispute resolution.
