Allows a municipality that owns and operates a municipal utility plant to impose a lien on any real estate serviced by the utility when the charges or rates, except the charges or rates established by contract for the supply of electricity or gas to another municipality, for the service become delinquent. Provides procedures for perfecting the lien. Provides that the lien will not have priority over prior-recorded liens. Provides procedures for recording the lien.
