TELECOM MARKETING PRACTICES                                                

Synopsis of Bill as introduced:
        Amends the Public Utilities  Act.   Prohibits  telecommunications      
   carriers from engaging in unfair, deceptive, or unconscionable acts or      
   practices  in  connection  with  a  consumer  transaction.  Sets forth      
   practices  deemed  to  be  deceptive.    Requires   telecommunications      
   carriers  to provide certain information to applicants and subscribers      
   for service.  Effective immediately.
