Short description: 
VEH CD-UNINSURED-PROOF-PENALTY                                             

Synopsis of Bill as introduced:
        Amends  the  Illinois  Vehicle  Code.   Provides  that  a  person      
   convicted a third or subsequent  time  of  driving  without  liability      
   insurance  must  provide  proof  of  financial  responsibility  to the      
   Secretary of State for at least one year.  Provides that the Secretary      
   must suspend the license of  any  person  who  fails  to  provide  the      
   required proof of financial responsibility.                                 
          FISCAL NOTE (Office of Secretary of State)                           
          House Bill 5615 would increase the amount of work currently          
          done by the Safety & Financial Responsibility Section by 15%.        
          It would require substantial programming modifications and an        
          increase in staff. The total fiscal impact for the first year        
          is $441,509 with anticipated yearly operating costs at               
          $365,408.                                                            
        SENATE AMENDMENT NO. 1.                                                
        Adds a July 1, 2003 effective date.
