Short description: 
TELEPHONE SOLICIT-CONSMR LIST                                              

Synopsis of Bill as introduced:
        Creates the Telephone Solicitation Consumer Listing Act. Provides      
   that the Illinois Commerce Commission shall establish,  maintain,  and      
   publish a quarterly listing of telephone numbers of Illinois consumers      
   who  request  not  to  be  solicited  by  telephone. Provides that the      
   Commission may contract with an  agent  to  establish,  maintain,  and      
   publish  the  listing  if  specified criteria are met. Provides that a      
   telephone solicitor may not make or cause to be made a telephone sales      
   call to a telephone number if that telephone  number  appears  in  the      
   most  current  quarterly  listing  published  by  the Commission and a      
   telephone solicitor or person who obtains  consumer  information  that      
   includes  telephone  numbers  shall exclude the telephone numbers that      
   appear on  the  Commission's  most  current  listing.  Provides  civil      
   remedies  for  violation  of  the Act. Amends the State Finance Act to      
   create the  Consumer  Protection  Telephone  Solicitation  Fund  as  a      
   special fund in the State treasury.  Effective immediately.
