Urges the Illinois State Board of Investment and the board of trustees of each retirement system or pension fund to allocate specified portions of its brokerage business, on an annual basis, among Illinois-based, minority-owned, and female-owned brokerage businesses, and provides specific goals. Declares the encouragement of those businesses to be public policy. Changes the definition of "emerging investment manager". Effective immediately.
