Short description: 
MEDICAID-CONTROL DRUG SPENDING                                             

Synopsis of Bill as introduced:
        Amends the Illinois Public Aid Code. Requires the  Department  of      
   Public  Aid  to  establish a Medicaid prescribed-drug spending-control      
   program. Limits the number and amount of drugs that may be  dispensed.      
   Authorizes   the   Department   to   establish   prior   authorization      
   requirements.   Provides  for  the  Department's  establishment  of  a      
   preferred drug formulary, based on recommendations from  the  Medicaid      
   Pharmaceutical and Therapeutics Committee, which is created within the      
   Department. Requires the Department to establish an advisory committee      
   to  study  the  feasibility  of  using a restricted drug formulary for      
   institutionalized adults. Effective immediately.                            
        HOUSE AMENDMENT NO. 1.

        Deletes everything. Amends the Illinois Public Aid Code by adding      
   provisions similar to those in the bill as  introduced,  with  changes      
   that   include   the  following:  (1)  removes  provisions  concerning      
   brand-name-drug restrictions  and  exceptions  to  those  restrictions      
   based   on   a  patient's  treatment  needs;  (2)  removes  provisions      
   specifying a reimbursement rate for  prescribed  drugs;  (3)  provides      
   that only anti-retroviral drugs and drugs used to treat HIV or AIDS or      
   related  infections  are exempt from prior authorization requirements;      
   (4) requires the performance of certain functions by the Department of      
   Public Aid's drug and therapeutics advisory committee instead of by  a      
   new  Medicaid  and  Pharmaceutical Therapeutics Committee; (5) removes      
   provisions concerning manufacturer rebates for generic drugs; and  (6)      
   removes  provisions  concerning  an  advisory  committee  to study the      
   feasibility of using a restricted drug list for nursing home residents      
   and other institutionalized adults. Effective immediately.
