Makes the provisions of the School Energy Conservation Article applicable to area vocational centers, not just school districts. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. SENATE AMENDMENT NO. 1. Deletes reference to: 105 ILCS 5/19b-10 Adds reference to: 105 ILCS 5/19b-10 rep. Increases the number of years (from 10 years to 20 years) within which an energy savings contract guarantees that either the energy or operational cost savings, or both, will meet or exceed the costs of the energy conservation measures. Increases the maximum number of years (from 10 years to 20 years) over which an energy savings contract may provide for payments. Repeals a provision requiring the transfer of guaranteed energy savings amounts to the fire prevention and safety fund or to the bond and interest fund.
