Provides that townships in counties with a population of 50,000 (instead of 500,000) or more may, by resolution, transfer from the road and bridge fund any balance no longer needed for road and bridge purposes to any other township fund or funds. For the period of one year, allows townships, by resolution, to transfer funds from the road and bridge fund to a township fund used for the purpose of the construction or maintenance of sewage or water treatment facilities.
