INC TX CHECKOFF-ACTIVE DUTY                                                

Synopsis of Bill as introduced:
        Amends the Income Tax Act to create the Illinois Military  Family      
   Relief  Fund  checkoff.  Provides that the Department of Revenue shall      
   print  on  its  standard  individual  income  tax  form  a   provision      
   indicating  that  if the taxpayer wishes to contribute to the Illinois      
   Military Family Relief Fund, he or she may do so by stating the amount      
   of the contribution on the  return  and  that  the  contribution  will      
   reduce  the  taxpayer's  refund  or  increase the amount of payment to      
   accompany the return. Amends the Military Code of  Illinois.  Provides      
   that,  subject  to  appropriation,  the Department of Military Affairs      
   shall have the power to make grants from the Illinois Military  Family      
   Relief  Fund  to  families  of persons who are members of the Illinois      
   National Guard or Illinois residents who are members of  the  reserves      
   of  the  armed forces of the United States and who have been called to      
   active duty as a result of the September 11, 2001  terrorist  attacks.      
   Provides  that  the  Department  of  Military  Affairs shall establish      
   eligibility criteria for the grants by rule. Amends the State  Finance      
   Act  to  create  the  Illinois  Military Family Relief Fund. Effective      
   immediately.
