Provides that a policy of basic property insurance may not exclude coverage for damage to property caused by excavation. Prohibits an insurance company that issues a policy of basic property insurance from failing to issue or renew a policy of basic property insurance if the owner of the property has excavated land on his or her property or if excavation has taken place on the property adjacent to the owner's property.
