Provides that for the State fiscal year beginning July 1, 2002 and for each State fiscal year thereafter, the standards governing payments or reimbursements for funeral and burial expenses must provide for an annual increase equal to the percentage increase in the Consumer Price Index for the preceding fiscal year or 3%, whichever is greater.
