Increases the number of scholarships and fee waivers for higher education that may be granted by the Department of Children and Family Services from 48 to 72 and provides that the Department may also select children of unwed mothers and children placed for adoption by mothers who are unable to provide a proper level of care for their children on their own for these scholarships.
