Provides for the Governor to appoint the Insurance Industry Investment Equity Board. Requires insurers with excess surplus to participate in the Insurance Industry Investment Equity Fund. Provides that the Insurance Industry Investment Equity Fund shall award investment capital to eligible recipients. Requires the Department of Insurance to hire a fiscal agent to manage the affairs of the Insurance Industry Investment Equity Fund. Establishes guidelines for providing capital to eligible recipients. Effective immediately.
