Provides that spouses' common ownership of marital property vests (i) at the time of the marriage, if the dissolution proceedings are commenced within 3 years after that time, or (ii) 3 years before the commencement of the dissolution proceedings, if the marriage occurred more than 3 years before that commencement. (Under current law, common ownership vests at the time dissolution proceedings are commenced.)
