Provides that a political committee that acts as either (i) a state and local political committee or (ii) a local political committee and that files its financial reports electronically is not required to file copies of the reports with the county clerk, if the county clerk has a system that permits access to, and duplications of, reports that are filed with the State Board of Elections.
