Authorizes appropriations from the Tobacco Settlement Recovery Fund to the Department of Public Health for grants to physicians who agree to practice full-time as a primary care physician in a designated shortage area for 3 years. Provides that the amount of a grant shall be an amount equal to the tuition and fees paid by the physician for his or her medical school education or $80,000, whichever is less. Effective immediately.
