Changes the short title to the Senior Citizens and Disabled Persons Assistance Act and also changes the Act's full title. Provides for a long-term care allowance program, to be administered by the Department of Revenue. Provides for the payment of a monthly allowance to an aged or disabled individual who resides in a nursing home and whose care is paid for by a child of the individual.
