Provides that a municipality or a county (now a municipality located in a county with fewer than 3,000,000 inhabitants or a county) shall not enact an ordinance which prohibits the orderly keeping of carrier, hobby, or show pigeons. Deletes a provision that allows any municipality in a county with 3,000,000 or more inhabitants to prohibit or regulate the orderly keeping of carrier, racing, hobby, or show pigeons.
