Short description: 
DAY CARE CENTERS-GROUP HEALTH                                              

Synopsis of Bill as introduced:
        Amends the State Employees Group Insurance Act of 1971.  Allows a      
   licensed day care center to apply to the Director of Central Managment      
   Services to have  its  employees,  annuitants,  and  their  dependants      
   provided group health insurance under the Act on a non-insured basis.       
          FISCAL NOTE (Department of Central Management Services)              
          The Department estimates there would be approximately 3,000 day      
          care centers eligible to apply under HB 489. Since all Plan          
          expenses are borne by the participating units, the bill would        
          have minimal fiscal impact on the State. However, expenditure        
          authority appropriations for the Local Government Health Insur-      
          ance Reserve Fund would have to be increased significantly to        
          cover payments for medical claims and administrative costs.          
          Assuming approximately 4%-5% of the eligible day care centers        
          would apply during the first year, the Department estimates          
          first year administrative costs of approximately $350,000,           
          including 3 to 5 staff. Subsequent fiscal year administrative        
          costs would increase with increased participation.
