Short description: 
MWRD-VETERANS PREFERENCE                                                   

Synopsis of Bill as introduced:
        Amends the Metropolitan Water Reclamation District Act.  Rewrites      
   and  simplifies  the  provisions  relating  to  veteran's  preference.      
   Provides that veterans are entitled to a preference of 5 points to  be      
   added  to  their final grade on any promotional examination held on or      
   after the effective date.  Deletes a provision  prohibiting  a  person      
   from  receiving  a  veterans'  preference  more  than once.  Deletes a      
   provision that a person entitled to a  preference  does  not  have  to      
   furnish  evidence  of honorable discharge from the armed forces before      
   the examination.  Effective January 1, 2002.                                
          STATE MANDATES NOTE (Dept. of Commerce and Community Affairs)        
          In the opinion of DCCA, HB 473 does not create a State mandate       
          under the State Mandates Act.                                        
          HOME RULE NOTE (Dept. of Commerce and Community Affairs)             
          This legislation does not relate to a home rule unit of local        
          government. Therefore, in the opinion of DCCA, HB 473 does not       
          pre-empt home rule authority.                                        
          FISCAL NOTE (Dept. of Commerce and Community Affairs)                
          HB 473 will not impose a fiscal impact on DCCA. According to         
          information provided by the Metropolitan Water Reclamation           
          District, the legislation simplifies the statute that relates        
          to veteran's preference for promotional appointment and will         
          impose only minor administrative costs. Therefore, HB 473 does       
          not impose a significant fiscal impact on the Metropolitan           
          Water Reclamation District.
