        Amends  the  General   Obligation   Bond   Act.   Increases   the      
   authorization to sell bonds for school improvement projects authorized      
   by  the  School  Construction  Law  by  $1,000,000,000 and extends the      
   period during which the bonds may be sold from 6 years  to  12  years.      
   Increases  the total bond authorization under the Act by an equivalent      
   $1,000,000,000 to allow  for  the  increased  bond  authorization  for      
   school construction. Effective immediately.                                 
          STATE DEBT NOTE (Economic and Fiscal Commission)                     
          SB 2122 would increase                                               
          General Obligation principal by                   $ 1.0 billion      
          Potential General Obligation debt by              $ 1.8 billion      
          Annual debt service by                            $71.8 million
