        Amends the Illinois Insurance  Code.   Creates  the  Fairness  in      
   Health  Services Contracting Law. Applies to contracts for medical and      
   dental services. Prohibits companies  from  requiring  a  health  care      
   professional  or  provider  to  participate  in  all  of the company's      
   networks as a condition for participating in any  particular  network.      
   Restricts  companies  from  changing  service  codes.  Provides that a      
   health care professional or health care provider may submit an initial      
   claim for payment up to 6 months after the service is rendered and may      
   submit a final claim for payment up to one year after the  service  is      
   rendered.  Authorizes  companies  to  lease  or assign their networks.      
   Amends the Health Maintenance Organization Act  to  provide  that  the      
   Fairness   in  Health  Services  Contracting  Law  applies  to  health      
   maintenance organizations.  Provides for enforcement by the Department      
   of Insurance.  Effective 180 days after becoming law.
