        Amends the Tri-City Regional Port District Act. Provides that the      
   definition  of  "terminal  facilities"   includes   land,   buildings,      
   structures,  improvements, equipment, and appliances "useful as an aid      
   to further the public interest"  (instead  of  "useful  as  an  aid").      
   Defines   "public  interest"  as  "the  protection,  furtherance,  and      
   advancement of the general welfare and of the public health and safety      
   and public necessity and convenience"  (instead  of  the  "protection,      
   furtherance,  and advancement of the general welfare and of the public      
   health and safety and public necessity and convenience in  respect  to      
   aeronautics").  Provides  that  the  district may apply for and accept      
   grants, loans, or appropriations  from  the  State  and  from  Madison      
   County.  Creates  the office of "executive director", which supersedes      
   the office of general manager. Makes other changes.
