        Amends the  Consumer  Installment  Loan  Act.  Limits  all  fees,      
   interest, and other charges a licensee may impose in connection with a      
   loan  to  1,000%  of  the prime rate charged by the largest commercial      
   bank in Illinois at the time the loan is made.
