Requires an applicant for a Firearm Owner's Identification Card to have completed a course of firearms safety education certified by the Illinois Law Enforcement Training Standards Board. Applies to applications for Firearm Owner's Identification Cards received on or after January 1, 2003. Provides that the Board shall establish minimum standards for entities and instructors that provide the course of instruction. Effective immediately.
