Provides that an heirloom marriage certificate shall be issued by the State Registrar of Vital Records upon request and upon payment of a fee to be determined by the State Registrar. Provides that $25 of the fee shall be deposited into the Affordable Housing Fund, a new special fund in the State treasury. Provides that moneys in the Fund shall be used solely for reimbursement to counties for the costs of preparing and issuing heirloom marriage certificates and for grants for affordable housing programs. Sets forth various requirements for heirloom marriage certificates.
