          PENSION NOTE (Pension Laws Commission)
SB 478 would increase the accrued liability by an estimated
$89.2 million. Although the increase in annual normal cost is
estimated to be $1.2 million, there would be no increase in the
required annual contribution, because as of December 31, 1999,
the Chicago Laborers' Pension Fund was funded at 129.1% with
assets $380.9 million higher than accrued liabilities.
