Changes the definitions of "final average salary" and "final average compensation" to allow consideration of periods during the last 15 (rather than 10) years of creditable service. PENSION NOTE (Pension Laws Commission) The fiscal impact of SB 431 cannot be estimated, but is likely to be minor as most employees receive the highest compensation within the last 10 years of service and would not receive larger benefits by increasing the final average compensation period to 15 years.
