BOWLES. 55 ILCS 5/5-1062 from Ch. 34, par. 5-1062 Amends the Counties Code. Provides that a county board in the area served by the Northeastern Illinois Planning Commission may, by ordinance, establish rates and service fees to be assessed upon property that is served by a stormwater drainage system. Provides that the service fees shall be used to plan and implement the stormwater management plan and that the service fees may not be assessed until the stormwater management planning committee develops and approves a stormwater management financial plan. Provides for how the fees will be assessed and used. Provides that the service fees shall not be levied until the question of adoption has been submitted to the electors and approved by a majority of those voting on the question. Effective immediately.
