   ILCON Art. I, Sec. 25 new                                                   

        Proposes to amend the Bill of  Rights  Article  of  the  Illinois      
   Constitution.  Provides  that  each  taxpayer  of this State or of any      
   taxing district in this State  has  standing  to  bring  suit  in  the      
   circuit court to enforce the rights of taxpayers. Effective upon being      
   declared adopted.
