GARRETT.

        Requires the chair of the Rules Committee of one chamber  of  the      
   General  Assembly  to  explain in writing to the other chamber's chief      
   sponsor of a bill that  passed  that  other  chamber  by  at  least  a      
   three-fifths  vote  why  the  bill  was  not assigned to a substantive      
   committee  by  the  receiving  chamber's  deadline  for   passage   of      
   substantive bills by committee.
