(JONES,E-SMITH-TROTTER-LIGHTFORD) 30 ILCS 105/5.570 new 625 ILCS 5/3-654 new Amends the Illinois Vehicle Code and the State Finance Act. Creates the Black Fraternity and Sorority Scholarship Fund. Provides for issuance of Black Fraternity and Sorority license plates. Provides for an additional original issuance fee of $40 and an additional renewal fee of $27. Provides that $25 of the original issuance fee and $25 of the renewal fee shall be deposited in the Black Fraternity and Sorority Scholarship Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited in the Secretary of State Special License Plate Fund. Provides that the Illinois Student Assistance Commission shall use all moneys in the Black Fraternity and Sorority Scholarship Fund to provide grants for scholarships for higher education to qualified Illinois residents. SENATE AMENDMENT NO. 1. Deletes everything. Amends the Illinois Vehicle Code and the State Finance Act. Creates the Illinois Pan Hellenic Trust Fund. Provides for issuance of Pan Hellenic license plates to qualified applicants. Provides for an additional original issuance fee of $40 and an additional renewal fee of $27. Provides that $25 of the original issuance fee and $25 of the renewal fee shall be deposited in the Illinois Pan Hellenic Trust Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited in the Secretary of State Special License Plate Fund. Provides that the State Treasurer shall create separate accounts within the Illinois Pan Hellenic Trust Fund for each African-American fraternity or sorority for which Pan Hellenic license plates have been issued. Provides that all moneys in the Illinois Pan Hellenic Trust Fund shall be distributed as grants to foundations affiliated with specified African-American fraternities and sororities, in proportion to the number of plates sold in regard to each African-American fraternity or sorority, for charitable purposes sponsored by the African-American fraternity or sorority.
