Provides that if a person has been granted a senior citizen homestead exemption, the person qualifying need not reapply for the exemption (now, the person need not reapply only in counties with less than 3,000,000 inhabitants if the county board so provides by resolution). Amends the State Mandates Act to require implementation without reimbursement. Effective January 1, 2003.
