Creates a preference for corn-based plastic film in State contracts unless the State purchasing officer determines that quality and price necessitate purchase of another type of plastic film. Requires that a State purchasing officer must provide the Director of Agriculture with a copy of his or her written determination to purchase other than corn-based plastic film or soybean oil-based printing ink.
