Sets out criteria to be considered by the Clean Air Act Fee Panel in its analysis regarding the appropriate level of Title V Clean Air Act fees for the next fiscal year. Creates a presumptive fee increase if the Panel does not issue an advisory opinion for any fiscal year. Effective immediately.
