Increases by $1,000,000,000 the amount authorized to be sold for grants to school districts for school improvement projects authorized by the School Construction Law. Distributes the increased authorization by increasing the amount authorized to be sold in year 5 of the schedule by $200,000,000 and in year 6 of the schedule by $330,000,000, and by extending the schedule to a seventh and eighth year in which $300,000,000 and $170,000,000 respectively are authorized to be sold.
