   New Act                                                                     

        Creates the MI Olmstead Initiative of  2002.  Provides  that  the      
   purpose  of  the  Initiative  is  to  establish  a  program to provide      
   individuals with mental illness or a co-occurring disorder  of  mental      
   illness   and   substance   abuse  with  appropriate  residential  and      
   community-based support services. Requires  the  Department  of  Human      
   Services  to  identify  potential  participants for the program.  Sets      
   forth the services and supports that constitute the program.  Requires      
   the Department to annually report to the General  Assembly  concerning      
   the program.                                                                
        HOUSE AMENDMENT NO. 1.                                                 
        Provides that the purpose of the Act is to enable 1,000  (instead      
   of  2,000) persons with mental illness who currently reside in nursing      
   facilities to move to residential settings. Provides that "Institution      
   for mental disease" means a "nursing facility licensed by the Illinois      
   Department of Public  Health  under  the  Nursing  Home  Care  Act  as      
   defined,   consistent   with  federal  regulations,  by  the  Illinois      
   Department  of  Public  Aid".  Removes  private   and   State-operated      
   psychiatric hospitals, residential drug and alcohol treatment centers,      
   and  residential  psychiatric treatment facilities from the definition      
   of "institution for mental disease". Requires the Department of  Human      
   Services  to  identify 200 (instead of 400) individuals during each of      
   the 5 years following the implementation of this Act or 1,000 (instead      
   of 2,000) persons to move from institutional settings  to  alternative      
   residential  settings.  Provides that the MI Olmstead Initiative shall      
   be designed with a capacity for 1,000  (instead  of  2,000)  qualified      
   individuals over 5 years.

          The estimated average cost per mental health client moved from       
          a nursing home into a residential setting is $35,600. Approxi-       
          mately 30% of the clients moved would need Supervised Residen-       
          tial services at an annual cost of $42,200 and 70% would need        
          Supported Residential services at an estimated annual cost of        
          $32,800. To fully support 1,000 clients in community residen-        
          tial settings would cost an estimated $35,600,000.
