        Amends the Children's Health  Insurance  Program  Act.   Provides      
   that  a child may be eligible under this Program if the child's family      
   medical expenses on Schedule A of Form 1040 of the annual  tax  return      
   allow  the  annual  household income to fall within the range outlined      
   and the child has not yet attained 19 years  of  age.   Adds  publicly      
   sponsored  health  insurance  to  the list of health benefits coverage      
   that the Department of Public Aid shall provide to eligible  children.      
   Extends  the  repeal  date  of  the  Act  to  July 1, 2003.  Effective      
   immediately.                                                                
        HOUSE AMENDMENT NO. 1.                                                 
          Deletes reference to:

        Deletes  everything  after  the  enacting  clause.   Amends   the      
   Children's   Health   Insurance   Program   Act.   Provides  that,  in      
   determining eligibility for the Program, the  Department  may  exclude      
   (i)  the  amount  of  the  child's  family  medical  expenses that are      
   itemized on Schedule A,  Form  1040  of  the  Department  of  Treasury      
   Internal Revenue Service tax returns for the previous year; or (ii) in      
   the   absence  of a Schedule A, Form 1040, the amount of extraordinary      
   medical expenses, as defined by the Department of Public Aid,  due  to      
   chronic illness or disability of a child. Requires that the Department      
   receive   a   waiver   from  the  responsible  federal  agency  before      
   implementing the provisions of this amendatory Act. Extends the repeal      
   date of the Act to July 1, 2003.  Effective immediately.                    
          FISCAL NOTE (Illinois Department of Public Aid)                      
          The Department cannot determine how many additional children         
          would be eligible for KidCare as a result of this change. Since      
          these children incur high medical expenses, the Department es-       
          timates that each 1,000 children determined eligible under this      
          provision will cost the Department an estimated $8 million per       
          year.
