With respect to eligibility for a survivor's pension upon the death of a pensioner, requires that the surviving spouse be married to the pensioner for at least one year before death, rather than before retirement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately. PENSION NOTE (Pension Laws Commission) The fiscal impact of HB 3654 cannot be determined, but is estimated to be minor. The number of widows who would become eligible for a widow's annuity, per HB 3654, is expected to be relatively small.
