   220 ILCS 5/13-305 new                                                       

        Amends the Public Utilities Act. Requires the Commerce Commission      
   to establish  a  billing  ombudsman  program  to  respond  to  billing      
   complaints  from residential customers of telecommunications carriers.      
   Provides  that  the  ombudsman  may  act  as  a  nonbinding  mediator.      
   Effective immediately.
