        Amends  the  Department  of  Agriculture   Law   of   the   Civil      
   Administrative  Code  of Illinois, the Department of Natural Resources      
   Act, the Department of Human Services  Act,  the  Peace  Officer  Fire      
   Investigation  Act,  the  University of Illinois Act, and the Illinois      
   Vehicle Code.  Provides that the Director of Agriculture, the Director      
   of Natural Resources, the Secretary of Human Services, the State  Fire      
   Marshal,  the Board of Trustees of the University of Illinois, and the      
   Secretary of Transportation may issue  shields  or  other  distinctive      
   identification  to  employees  not  exercising  the  powers of a peace      
   officer if the shield or identification is needed by the  employee  to      
   carry out his or her duties. Effective immediately.                         
        HOUSE AMENDMENT NO. 1.                                                 
          Adds reference to:                                                   
          15 ILCS 305/20 new                                                   
        Amends the Secretary of State  Act.   Permits  the  Secretary  of      
   State to issue badges to his or her security guards, wherever located.
