        Amends the Downstate and Chicago Teacher Articles of the  Pension      
   Code.    Allows  purchase  of  service  credit  for  up  to 3 years of      
   employment by a recognized private  school.   Requires  payment  of  a      
   contribution  plus interest.  Amends the State Mandates Act to require      
   implementation without reimbursement.  Effective immediately.               
          PENSION NOTE (Pension Laws Commission)                               
          The fiscal impact of HB1688 cannot be determined, as the amount      
          of service credit that would be purchased is unknown. According      
          to TRS and CTRS, the required contributions fully fund the           
          actuarial cost of the service credit.
