RYAN-SOTO-DELGADO-FOWLER-FORBY, GARRETT, HOWARD, BROSNAHAN, OSTERMAN AND YARBROUGH. New Act 30 ILCS 105/5.545 new Creates the Youth Smoking Prevention Act and amends the State Finance Act. Creates the Youth Smoking Prevention Fund as a special fund in the State treasury and provides for the transfer of moneys into the fund from the Tobacco Settlement Recovery Fund. Provides for the award of grants by the Department of Public Health from moneys in the fund for youth smoking prevention programs. Establishes a Youth Smoking Prevention Advisory Committee, appointed by the Governor, to propose a State Plan for Youth Smoking Prevention and to review grant applications and make recommendations to the Department of Public Health.
