Provides that commencing with the 2002 registration year, any vehicle owner eligible for (as well as any vehicle owner who has claimed and received) a grant under the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act pays a reduced registration fee of $24 for specified vehicles.
