Authorizes an employee with at least 8 years of service to establish service credit for up to 3 years of employment with the University of Illinois during which he or she was eligible to, but did not, participate in the State Universities Retirement System. Requires payment of employee and employer contributions, plus interest. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
