        Amends the  Board  of  Higher  Education  Act  and  various  Acts      
   relating  to  the  governance  of the public universities in Illinois.      
   Requires the governing board of each public university  to  report  to      
   the Board of Higher Education by September 15 of each year the tuition      
   and fee waivers the university has granted in the previous fiscal year      
   as  well as certain information concerning each tuition and fee waiver      
   program in which the university participates. Requires  the  Board  of      
   Higher  Education  to annually compile this information and report its      
   findings and recommendations to the General Assembly by December 31 of      
   each year. Effective January 1, 2002.                                       
          FISCAL NOTE (Board of Higher Education)                              
          The passage of this legislation would have no significant im-        
          pact on State revenues or expenditures. The Board and uni-           
          versities will incur minimal adminstrative costs to prepare          
          the reports. However, these required costs can be covered by         
          existing resources.
